City Council Decisions
Listed below are the ordinances and resolutions that the City Council of Sierra Madre have adopted regarding the drought and water service connections, and the resultant impact on construction. The moratoria on water service connections only affects those properties that do not have a valid, unexpired building permit that has been issued for the project or a current water connection.

Resolution 14-58, July 8, 2014
This resolution declared Phase III (30%) water conservation, and a moratorium on new water service connections pursuant to Municipal Code Section 13.24.220. It does not expire and will remain in effect until it is modified or rescinded by formal City Council action.
Ordinance 1356U, July 8, 2014
This ordinance declares the existence of a water shortage emergency and imposes a moratorium on the issuance of new water service connections in any zoning district in the city. It took effect immediately and will continue in effect until the supply of water available for distribution has been replenished or augmented. California Water Code 350 – 357.
Urgency Ordinance 1357U, July 8, 2014
Interim Moratorium Ordinance Pursuant to California Government Code Section 65858. This ordinance imposed a moratorium on issuance of building permits and/or granting of discretionary approvals for construction of new development requiring new water service connections. The expiration date for the ordinance was August 22, 2014. It has a strict two-year time limit under state law, but was extended by Ordinance 1358U on August 12, 2014.

Interim Moratorium Ordinance Pursuant to California Government Code Section 65858. This ordinance extended Urgency Ordinance 1357U. It will expire on July 26, 2016.
